Richard W. Heaps

Dick Heaps has conducted economic research and policy analysis for private businesses, public interest groups, government organizations and attorneys. He has extensive experience presenting his findings in public forums including Act 250 hearings, Public Service Board hearings, federal and state courtrooms, committees of the Vermont Legislature and town selectboards and planning commissions. In addition to this analytical work, Richard Heaps has taught economics at Vermont colleges, including UVM and Middlebury College. Mr. Heaps received a M.S. in economics in 1977 at the University of Illinois, Urbana campus.

Arthur G. Woolf

From 1988 to 1991 Art Woolf was the State Economist for Governor Madeleine Kunin. Mr. Woolf performed economic impact analysis of many public policy initiatives during his public career. Art Woolf is an Associate Professor of Economics at the University of Vermont. He received a Ph.D. in economics from the University of Wisconsin. He lectures widely on economic issues in Vermont, and has published articles in professional journals and contributed chapters to edited volumes. Art blogs at www.vermonttiger.com.
